SEAMUN I — Policies with a Purpose
An intermediate traditional committee for grades 9–12 and university students. Debate the death penalty and judicial protections against cruel, inhuman, or degrading treatment with 30 delegate seats and 2 chairs.
About this committee
UNHRC is one of ten committees at SEAMUN I, a student-led, non-profit Model UN conference focused on global healthcare and sustainability. 100% of surplus is donated to the Thai Red Cross Society.
What is UNHRC?
The United Nations Human Rights Council is the UN’s principal intergovernmental body for promoting and protecting human rights. At SEAMUN I, delegates negotiate rights-based resolutions on capital punishment standards and prison justice systems.
Format
Type: Traditional · Difficulty: Intermediate · ROP: Standard · Crisis: No. Expect moderated debate, caucusing, resolution writing, and voting procedure.
Conference
SEAMUN I 2027 — January 16–17 at D-PREP International School Secondary Campus (Bang Phli, Samut Prakan). Open to grades 7–12 and university students.
Fees
Delegates: 2,500 THB. Chairs: 800 THB. Photographers & advisors: 0 THB. Conference capacity: 200 delegates, up to 60 staff.

Two curated topics for SEAMUN I UNHRC.
The Question of the Standardization of the Regulation and Application of the Death Penalty
IntermediateDelegates examine how states regulate capital punishment while respecting the right to life—balancing sovereignty, deterrence claims, and international human-rights norms. Research position papers and follow procedure once the chair report and ROP are published.
The Question of the Obligation to Prevent Cruel, Inhuman, or Degrading Treatment within Judicial Systems as a result of Financial Deficiencies
IntermediateDebate state duties when underfunded prisons and justice systems produce cruel, inhuman, or degrading treatment—and what international accountability should look like.
